7 UPA的前身Industrial Film and Poster Service是1941年成立的，1944年才改名为United Productions of America。这部作品是美国汽车工人联合会（UAW）委托制作，那个时候Industrial Film and Poster Service还没制作过正式的动画作品，基本上都是制作一些幻灯片(Slide films)或者海报，这也可以算是UPA第一部动画短片（第一次出现Produced by Industrial Films）。当时创作团队成员基本都支持罗斯福，白天动画师们都到其他工作室工作，下班后再过来制作这部动画，有时候甚至干到凌晨，Zack Schwartz还辞掉了Screen Gems的工作。
1944年大选年，正值罗斯福准备延续自己的第四任总统任期，成立不久的UPA接受机构的委托制作了这部竞选宣传动画。Chuck Jones又一次偷偷从华纳跑来帮忙。虽然人物造型依旧很华纳，这部短片的画面构成、色彩对比设计以及风格化的线条却已经非常UPA了。

A political propaganda film in 40’s. Nice metaphors were used properly: two parties, as two trains, only one of them could pass the single line towards Washington. Although the railway worker was dragged to let the old train go, at the last moment, the right one was selected.
遗憾的是，剧情架构稍显松散，多条线索并行时衔接不够紧密，致使故事连贯性受损，观影时偶尔会有 “断档” 之感。
